HILL STAFF NEWS: New Hires, Job Promotions, Open Positions, Great Opportunities

MIKE FRANC is moving into the Policy Director job on the House Budget Committee, working for Chairman Jodey Arrington (R-Texas). A long-time Hill veteran, Mike comes to the budget panel from the Foundation for Research on Equal Opportunity where he was Chief Research Director.

Mike also served as Vice-President for Congressional Relations at the Heritage Foundation for 16 years. Mike received his law degree in 1983 from Georgetown University Law Center and his BA in History from Yale in 1979.

KATIE KENLEIN is the new face in the office of Rep. Cathy McMorris Rodgers (R-Wa.), working as Press Secretary. Before joining the personal staff of the House Energy and Commerce Committee Chairman, Katie was a District Intern back home in Washington state. Katie is working to complete her BA in Communications Arts in 2025 from Grove City College.

MARK O’CONNELL first served on the Hill as Chief of Staff for Rep. Jim Saxton (R-N.J.) from 1992 to 2003. Now he’s returning to the Hill as Chief of Staff for incoming-Rep. Michael Rulli (R-Ohio).

In the years between 2003 and today, Mark served as Deputy Associate Administrator of the United States  Environmental Protect Agency (EPA) in 2008-2009, as well as multiple senior executive/government relations slots in industry. Mark was awarded his BS in Political Science and Government in 1992 from Virginia Wesleyan College.
